This one might be better dead. The long-term solar powered glider is
probably a better choice for implementation, and doesn't offer quite as
many opportunities for large-scale abuse. Also, a closer relay means a
more responsive system and lower transmission power. Balloons and
blimps, another choice, can't maintain station without a ground line,
which limits their height (and can cause hazards to low flying air traffic).
Some large scale satellite system is needed, but this may not be the right one. I still like solar power space satellites, but not, please, with lasers as the power download mechanism. Some short microwave band that doesn't get absorbed by water seems preferable, with large scale antenna farms.
