Just to be clear, the whole quote is "people...who have been beat down
and oppressed by the lack of government services or supportive services
to meet their needs here. But they've also been oppressed by their own
minds and their own attitudes."

He didn't say "lack of government", he said "lack of government services
or supportive services". Supportive services don't have to come from the
big mean oppressive government.
