I think it boils down to "There's one born every minute". Just recently
a secretary in a legal firm fell for the nigerian scam and milked the
companys assets for a large sum of money.
And if somebody can believe something like that, only the sky is the limit.
Furthermore a lot of spam has the form of a Ponzi scheme. So while
people often believe that someone down the line will get cheated out of
their money, they don't believe it will be themselve. They will be the
one able to bail out in time.
