Some of your facts are wrong.
Cherenkov radiation occurs when a particle goes faster than light (in
some medium, where light travels less than c). This radiation itself
IS a form of light and travels exactly the speed of light within the
medium. It also lags behind the particle like a wake from a boat.
A good analogy is a sonic boom. It occurs when an object travels
faster than sound, but the sonic boom itself travels AT the speed of
sound.
