But "enough" would have to cover the entire world! Even if the entire
city was covered with cameras, all a criminal would have to do is drive
out of the city. Then the situation would be just like it is now. Bank
cameras show a guy in a mask rob the bank, and then leave your field of
view. Only surveillence of every spot on the planet would stop this.

This is not a great return from the expense of putting a camera every 10
feet on the planet.
