Good, we are agreed. I thought you were saying that the emulation was
so good that we didn't need to do the final real-world test before
committing to it. That was my only objection.

This point comes up if you don't want to do any real-world testing. The
emulation would have to be good enough to predict the real world exactly
so that long-term testing in cyberspace exactly predicted long-term
testing in real-space. If you do concede to perform the last
verification test in real-space, then the emulations don't have to be
100% predictive.
