The traditional methods for development - textiles, assembly sweatshops,
craft bric-a-brac, etc. Singapore and Hong Kong were food importers
from the getgo, even when quite poor. True, in a typical 4th world
country, most of the population are subsistence farmers/herders and
holding down food prices thus holds down most of the population and
seriously messes up the population. It's certainly possible for the
vast wealth and capabilities of developed nations to squash such counties'
development in the process of subsidizing their own politically powerful
farm, textile, and assembly lobbies. However, food price manipulations
typically result more from the desire of ruling elites to placate the
urban proletariat, which can riot them out of power. Rural rebellions
have a hard time in this city-dominated world we live in.
