In addition to Opera, which Harvey mentioned. Mozilla and I believe the newest Netscape can be configured to stop unrequested javascripted windows, and several other unpleasant behaviors such as automatic resize and "crawling".

Mozilla is available for nearly all platforms. (even OS/2!) It's kind of a hog, but it makes up in expandability and features what it loses in charm.
