Fantasy is in many ways a limited genre even without strict authorial
constraints, since you cannot change it too much and still have it
considered fantasy - it usually turns into sf. But transhumanist fantasy
is entirely possible without the tech: after all, technology is just
incidental to the transhumanist project. It is one rational means that
works well for us in the real world, but if magic existed we would use
it too (or instead, if it worked better). The real core transhumanist
idea of human advancement and long term self-evolution might make a good
idea for a fantasy setting: maybe some of the wizards are spreading a
"magic revolution" across the land, upsetting the traditionalists and
their gods. Hmm, I feel I can already see a plot emerging...

This is getting ridiculous. I have a thesis to write and a company to
run, but I invent a rpg setting each week. I wonder if there is any
Worldbuilders Anonymous in Stockholm? :-)
