Okay. Permit me to rephrase?

Previous tyrannies tried to mess with the contents of your skull, but
didn't have any way of guaranteeing that you had internalized their
propaganda. They ran into the zombie/zimboe problem: were their
citizens _genuinely_ brainwashed, or just pretending to be brainwashed?
A new tyranny equipped with the sort of technology we're discussing
won't be subject to this limitation.
