They still can "claim" to investigate strong encryption. It might have
been exported before the ban was lifted. It might be a patented or
copyrighted program that is being used illegally. Therefore some
profiling methods still target strong encryption. I believe the truth
simpler than that. They either haven't updated their procedures and/or
they simply thing strong encryptors are more likely to have something to
hide.

This was true decades ago. I can only imagine that technology is much
better today.
