Yes, it would likely be rather rational to put them somewhere in the
hilly or mountainous northern regions. But there are likely issues with
the weather - long winters with much snow and occasional storms - and
how to transmit the power from remote locations. Also the NIMBY factor
is fairly population-density independent. Although the issue has not
come up, I would expect quite a bit of local resistance citing
destruction of scenery, environmental reasons and Sami rights to the
land.

The best regions for wind power seem to be in the Baltic near southern
Sweden, but building the plants is still very expensive. This is of
course offset by fairly high subsidies, but without these subsidies the
plants would not be very economical.

A superconductor power grid and some regions specialising in energy
production might actually be a good idea, although there is a lot of
elegance and safety in a more widely distributed energy production
system.
