There's no reason to postulate an intelligent agent here. Despite the
dramatic tone of the news release, it seems to me that this is an expected
state under the most favoured theory, which the system will experience
for "just" a few million years (red giants are very short-lived on an
astronomical timeline). Since the number of fast-spinning pulsars is still
under a hundred, it's no surprise that we didn't catch it before.
