No it's bloody NOT. `Green' means roar ahead, nothing is coming from either
side because those guys have been stopped by the collateral red. `Lights
out' means take the usual intersection precautions.

Yep, I would have suggested that, but I understand that many traffic lights
these days are only Red/Green, without the Amber or Yellow in the middle.
