There is no agreed-upon difference: You must look at the definition in
each paper that uses the term, although Instruction per second should be
precise for any given computer. In honor of this state of affairs, Linux
uses "Bogomips," which is explicitly defined to be fairly arbitrary.
By contrast, a FLOP (Floating-point instruction per second) does appear
to have a precise definition. It is used in the US government export
control regulations for supercomputers.
