I guess the Europeans are thinking a couple of things:
1. That if we retaliate the war might spread and they might get involved.
They would much rather we would be sophisticated and quietly let our people
be murdered at their workplaces rather than do anything that might
conceivably endanger Europe.
2. That they don't want to get involved in our wars. They would prefer that
we do the fighting in their place.
But Amara, I knew all that. Anyway good luck facing the world you
live in.
