### I think it is a good idea, in fact, it is so good that all citizens
should be fitted with such (preferably implanted)devices at birth,
broadcasting their coordinates to everybody interested in them. It would be
more equitable - after all, the visitors are not much different than the
locals in their criminal tendencies, all being only human.
This vaguely smacks of totalitarianism, though, wouldn't you say?
