There's a far more prosaic explanation for PayPal's use of deposit limits,
freezing of accounts, etc: they want to stay in business. Credit card fraud
is much more common on the web than it is in face-to-face transactions, and
online payment services are a particularly juicy target. Several such
services have been crippled in past year by fraud; to mitigate the risk,
companies like PayPal ask for billing addresses, look for suspicious
transactions, etc. No need to propose a conspiracy involving "the man" (or
for that matter, "the woman").
