Why would they send messages using a cover picture which carries the
death penalty to possess though? That doesn't make much sense to me.
Usually if you're using steganography it's because you don't want to
attract attention. Using illegal pictures is potentially going to bring
a lot of attention to yourself. You'd think sending pictures of Uncle
Omar's new car would be a more sensible way to hide your traffic.
