Special fragmenting bullets, or something like that would be needed, also
look at the backstops of the shootists, they look to be killing each other
in the process.

An incapacitating non lethal weapons system would be ideal, so to gather
intelligence information from living terrorists after they had been subdued,
as well as not killing any friendlys.
