In the US, it's easy. There isn't even any
requirement that it be done through a court. You can
simply start using any name you choose. The only
caveat is that you can't change your name in an effort
to avoid debt or commit fraud.

I used the name "Loree Thomas" (BTW, Thomas is a very
common last name in English speaking countries) for 3
years before I had it changed by a court. The
procedure was to fill out a statement saying I wasn't
intending fraud and pay them 50 dollars. It took
about 10 minutes.

There are no restrictions on how often you can change
your name either.

I didn't so much change my name as rearranged it...

I was born Thomas G. Loree. I am now Loree G. Thomas.
