Actually, a black kid who lived downstairs from me in my last apartment
building said that, and its a common refrain reported by inner city
teachers.
I'd really like to see the question put in a census survey, asking
households how many books they own. I'll put money down that this is the
most indicative factor involved in scholastic achievement.
