Aside from providing a rational test for these issues, this (brilliant!)
method also gives us all a method that is easy to use and applicable to any
situation. Thank you for the contribution, Mike.

Applying this test to reparations is precisely what Fred Reed has done, as any
careful reader can ascertain.
