Ok, this is the point where decoys won't be of much use, but there
are still problems. Each interceptor only covers a very small area so
you'd have to pave the country with ABM bases at astronomical cost,
even then it wouldn't work very well. If I were the attacker I'd explode a
small H bomb in the upper atmosphere over the target about a minute
before the warheads arrive, besides producing a powerful Electro magnetic
pulse that's hell on delicate electronics that has only a few seconds to
do it's job and be accurate to within a few inches, the bomb would also
create a huge cloud of plasma that's opaque to Radar and light.
The ABM system would be literally in a state of shock and blind too.
