Actually, in some states, if the owner who occupies their own dwelling
does their own work, they do not need to build in compliance with
building codes. Washington State, for example, has this exception (which
I once used to great benefit) which arose from a case on San Juan Island
where a fellow built his own rock wall in his front yard and was cited
for not building it to code.
