The free market can solve this. Grayout Davis orders the
voltage reduced 10%, the incandescent lights operate poorly, the
proletariat sits in the darkness and realizes that power companies
must be freed to provide standard power at competitive prices,
we recall the silly yahoo and elect someone who realizes that
governments cannot overturn the laows of supply and demand,
problem solved. spike
