I don't doubt this at all, however there is a signficant distance
between the drawing board and the flight deck. Up until Rummy's recent
military reassessment, our doctrine has been to be able to fight two
regional wars, essentially they want to be able to refight the Gulf War
and have enough reserve to keep North Korea or other hot spot at bay.
All of our procurement has been based upon this doctrine. R&D and
simulations are one thing, then all that gets filtered through the
procurement process by what is the current military doctrine. Refighting
the Gulf War has been the filter we've been under for the last decade,
despite all the great secret research going on. Now that our military
networks have been under day and night attack from communist chinese
forces since the spy plane incident, military doctrine writers under
Rumsfeld are figuring out how to fight that war over. Like Moore's law,
the turnover period is shortening, but its still the same old duck.
