Echelon is (supposedly) alive and well in the US, Canada, and the UK. The
scheme was for others to spy on our people, and we would spy on theirs,
thus avoiding the "you can't do that here!" laws...

Echelon can only "intercept" stuff that is sent over monitored lines or
frequencies, and then it can only try to identify communications of a
"dangerous" nature. Once a target is identified, a human operator must
decide if it warrants further investigation. It's not going to be watching
re-runs of 'The Simpsons' , for instance.

Intercepting EVERYTING electronic is in the works for the UK, where they
recently announced they will be keeping a record of EVERY phone call, web
access, and email that crosses the UK borders, or originates inside them,
for, I think, ten years. This would only provide "evidence" in case of a
government action - I don't remember hearing about it being pro-active the
way Echelon is supposed to work.
