You should be aware that some cruise ships in Florida tried to offer
prostitution and drug use in international waters. They were shut down for
transporting people in and out of the country for illegal purposes. Somehow
the law was interpreted to mean that going just outside the country just to
break our internal laws and then return was illegal.
They used these interpretations against prostitution and drugs, but not
against gambling cruises which do leave Florida and go off-shore to make it
legal. Furthermore, the interpretations that allow adults to go offshore to
avoid gambling laws prohibit children from doing so.
Anyway, I wouldn't expect governments to respect these borders if they
really didn't want to.
