I don't think the point is that Keith seriously thinks Canada will receive
him. It is the publicity it will cause. This is going to make even more
people hear about the case, and if you have little to lose it might be a good
strategy. In general, even when the CoS wins a case they seem to lose
credibility because they are forced into the open, the underdog always looks
like the hero and journalists have a fairly easy time finding dirt on them.
