Why? Sweden at least is the epitome of the idea "strong government is
the solution to every problem" - Ingvar Carlsson (a former prime
minister) once said that the realm of politics stops at the color of
your couch. Everything more important than that is political and hence
implicitely in the realm of government regulation. This is not just
empty words either.
In fact, the US is *far* more likely to be the first place where
distributed private solutions to technology management problems can be
tried.
