Yes, Stockholm is worse in this respect than most other cities. Of
course, due to the small size (~1 million people) the absolute numbers
are low. The reasons for this likely have less to do with ethnic
diversity and more to do with the consequences of government drug
policies.

I think there are some psychological benefits of city states. Besides,
anything is better than nation states and their implicit assumptions of
an uniform "national" culture.
