Doesn't X-Prize want a ground launch and quick turnaround fro a second
launch, both to 100 km? The rules seem to imply this - the crew must be in
the craft "on the Earth's surface"...
They only allow replacement of 10% of the vehicle's non-propellant mass
between flights, also. I suppose the balloon would not mass much...
