How was it different, or is this just a random assertion? 3.2M years is
yesterday in geological terms.

Over time, the answer to these questions is not obvious. While the up
front cost is probably higher, paving old cities like SF and NYC and
replacing them with new ones could very well lead to a cost savings over
the long run. Changing the energy habits of the world are probably far
more expensive, directly and indirectly, than you are guessing.
