In short, why perform repetitive tasks when one have a computer to do them?

Personally, I find the available macro packages somewhat lacking, so I use
PERL programs to create the pages from one internal form or another. Then
I can also customize the generated code for various browsers if I so wish.

As to HTML editors, EMACSen have HTML modes in which one can e.g. start a
<P>new paragraph</P>. Non-programmers may enjoy a graphical HTML editor
which generates sloppy HTML code, however.

Your mileage may vary.
