You forgot to add "in vacuum". ;)
In air, over a critical flux, they will. Even more so NLO-matter
mediated.
Also, I'm still unsure whether one can boost virtual
particle-antiparticle pairs from Dirac's sea into real existance, if
your shine is powerful enough. Vacuum, the NLO medium of the power
user ;)
