This was essentially my point, although perhaps I did not elaborate.
There is no clear separation line because the system of government has
become a mechanism for powerful entities to increase their power (rather
than, say, just enforcing simple contract law). Most systems of government
serve a similar purpose. Big organizations do what they need to do with
the resources available, government or no. If you believe the playing
field is not level, one must look at changing the government for a
solution, as that is the only organization that exists by fiat.
