In the real world, as opposed to Poli Sci class, it is almost always true
when a bad law is repealed that the biggest factors are people breaking the
law and law enforcement officials refusing to enforce it fully. Rosa
Parks, thankfully, didn't say, "Well, I'll sit at the back of the bus for
now, until through established procedures I get a proposition on the next
ballot, and convince enough people to vote my way." Alcohol prohibition in
the U.S. didn't end because enough Creme Soda drinkers were convinced to
legalize beverages they hadn't tasted in 14 years.
