Such code is usually known to serveral programmers on a team, sometimes
to lower-level management, and often to other individuals. There's no
one with any particular responsibility or desire to prevent such code,
and no repercussions for a team that includes such code, so the practice
is neither encouraged nor particularly discouraged.
