Well, sure. Those of us with fairly good judgment and common sense would
probably be safe most of the time running a red light when there is no
approaching traffic. The unfortunate fact, though, is that not all drivers
share those characteristics.
For some purposes its just plain best to have a clear bright line between do
and don't. If the rule were "its OK to enter the intersection whenever, in
your sole judgment, it seems OK to do so..." Well I'm sure you can see the
problems with such a rule.
