Actually, I was under the impression that it (the
first one) was just a locator device (temporarily
placed in his left forearm), like the kind available
for pets... the university he works at put detector
things to sense his presence by way of the locator and
activate things around the campus-- doors opening and
closing, lights turning on, his computer automatically
greeting him, stuff like that. And the second one
(just recently, temporarily placed in his upper left
arm), I believe was just to monitor and transmit the
brain signals it received that were travelling in his
arm, in research toward further such work.
