Special : Bringing the discussion on The Commons to Dakar at the World
Social Forum

The Manifesto Reclaim The Commons is born in during the 2009 World Social
Forum in Belem. The World Social Forum and the World Forum on Science and
Democracy will be two opportunities for the "Commoners" with other civic
and social movements to move forward by appropriating this idea.

A list of discussion is now available for those who want to participate in
the organization of this dialogue at :

The struggles for the commons knowledge, open science, diversity in
knowledge generation, collaboration between scientists and social actors
... are questions discussed in the World Forum Science and Democracy (4
and 5 February). To expand the dialogue to develop the concept of commons
and its appropriation by social movements and citizens to strengthen their
struggles is one of the issues in this forum.

The framework of the WSF (the February 7 to 11) is the place to address
the consequences and possibilities of reclaiming the commons to change the
world:
- How to design the welfare state at the age of commons ?
- How do the Rights of Mother Earth and the Commons approach complement
each other in re-designing international solidarity?
- What about popular education in the commons context ?
- What are the transformations of political processes and governance  in
the era of the commons? How are changing the ways of doing politics ? what
consequences and opportunities for social movements?
- What rôle does economic actors play in the commons (free software,
wiki…, foundations, corporations, mutualism, local solidarity economic
actors, …) in the economy at global and local levels ? How ? what
alliances ? Business …and so what ?
- What are the roles of the commons regarding the consequences of the
exploitation of natural resources (war, slave-work, environmental
diseases, destruction of cultural patrimony, … ) ?
- What are the structures needed by social movements, and that they will
assume, in order to be able to spread the idea of the commons as a
political objective or demand, and to build an inclusive dynamic that
allow people who are not at this point producers of commons to become part
of the game ?
And this list must be open to new questions.

This proposal was made with the input from Rosa Acevedo, Alain Ambrosi,
Genevieve Azam, Michel Bauwens, David Bollier, Nicola Bullard, Beatriz
Busaniche, Silke Helfrich, Wojtek Kalinowski, Gaelle Krikorian, Hervé Le
Crosnier, Heike Loeschmann, Olivier Petitjean, Valerie Peugeot, Simon
Emmanuel Roux, Miguel Said Vieira, Frédéric Sultan. The most of them have
subscribed to the discussion list.

Spécial : Porter le débat sur les Biens Communs au Forum Social Mondial à
Dakar.

Le Manifeste pour la récupération des biens communs est née dans le
creuset du Forum Social Mondial 2009 à Belém. En février 2011, le Forum
social mondial et le Forum mondial science et démocratie seront deux
opportunités pour les “commoners” d’interagir avec d’autres mouvements
civiques et sociaux pour leur permettre d'aller de l'avant en
s'appropriant cette idée.

Une liste de discussion <dakar at bienscommuns.org> est à la disposition des
contributeurs et des contributrices souhaitent participer à organiser

La lutte pour les Biens Communs de la connaissance, la science ouverte, la
diversité dans la production des connaissances, la collaboration entre les
scientifiques et les acteurs sociaux ... sont des questions posées dans le
cadre du Forum mondial science et démocratie (du 4 et le 5  Février).
Elargir ce dialogue à à l’élaboration de la notion de biens communs et son
appropriation par les mouvements sociaux et citoyens pour le renforcement
de leurs luttes est un des enjeux de ce forum.

Dans le cadre du FSM (du 7 au 11 Février), il s'agit d'aborder l'ensemble
des conséquences et les possibilités offertes par la récupération des
biens communs pour changer le monde :
- Comment concevoir l’Etat-providence à l’âge des Biens Communs?
- Comment les droits de la Terre Mère (de la nature) et la démarche des
Biens Communs se complètent-ils mutuellement dans la redéfinition de la
solidarité internationale?
- Qu’en est-il de l’éducation populaire dans le contexte Biens Communs ?
- Quelles sont les transformations des processus politiques et la
gouvernance à l’ère des Biens Communs? Comment changer la façon de faire
de la politique? quelles sont les conséquences et les possibilités pour
les mouvements sociaux?
- Quel rôle jouent les acteurs économiques des Biens Communs (logiciel
libre, wiki …, fondations, sociétés, le mutualisme, la solidarité des
acteurs économiques locaux, …) dans l’économie aux niveaux mondial et
local? Comment? quelles alliances? Business des biens communs … and so
what?
- Quels sont les rôles des Biens Communs face aux conséquences de
l’exploitation des ressources naturelles (la guerre, l’esclavage du
travail, maladies de l’environnement, la destruction du patrimoine
culturel,)?
- Quelles sont les structures nécessaires aux mouvements sociaux, et
qu’ils assumeront, afin d’être en mesure de diffuser l’idée du Biens
Communs comme un objectif ou une revendication politique, et de construire
une dynamique inclusive qui permettent aux gens qui ne sont pas à ce point
producteurs des Biens Communs de faire partie du jeu?
Et cette liste doit être ouverte à de nouvelles questions.
