I'm not sure if I can answer this myself, but Prof. Opielka in cc is a basic
income expert, and Prof. Yann Moulier-Boutang is also a proponent I believe,

the definition for me is  that it has to be an income, and of a sufficient
order for a decent living, and unconditional,
