The good news is that such theatre is hard to maintain and if it is
convincing to the locals, the will start to believe they have the right to
democratic systems even if the tables are rigged. This is a bit like
America in 1880. Even if the tables are rigged, at least people believe
they are playing a fair game. It may be that belief is more important than
the actual outcomes.
