I read it.  I believe he means that the refusal to submit should be the
unifying 'principle' of humanity.  His opening quote hinted at it.  That all
other governance, originating from a supposition of any other principle, is
useless.

I believe that P2P Networks have this quality.  The difficulty in some ways
is that previous coordination systems, in an effort to economize and
compete, have centralized, and force submission, in a way, because users
cannot replicate and walk away.
