I have had similar ideas for governments.  This is a very powerful concept.
It matches the best ideas of the libertarian/market initiative front with
the cash and development needs of governments.

If you think about it, the US land grant college system was built on a
similar model...but this is a private market approach which makes it
different.  I would think organizations like churches, etc. would be all
over this.  What I'd want to be sure of is that the governments and/or
organizations making the grants are offering guarantees about support and
legal protection.  Very cool.
