of course you are right, but I do still believe info gathering exercises are
a first empirical basis ...

in that map there is a section on 'enablers of openness' which assembles the
social charters that are used by commoners to define their commons, setting
minimal standards so that enclosure can be avoided.

Just as we have the GPL for free software, other commons need similar base
conditions to distinguish 'real' commons from their 'commons-washing'
counterparts,
