sure what P2P Foundation's physical address is, or whether it would
count as a U.S. based organization.

The sliding scale of dues for organizational membership is $100-250,
and I suspect P2P Foundation's income would put it at the low end of
that. If everyone agrees on the $100 dues, I'd be happy to contribute
toward it. I don't see any specific requirements for attending
events.
