[p2p-research] Decentralization of emergency response?

The most important things are the first ones that fail when things are
actually, really, really, going bad.
Yes, education, and it would probably help if education was also seen as a
sort of training in threat assessment and recourse options.  Civil society
is built on not having to think and analyze every situation, and yet, every
habituated before is sub-optimal in the face of change.
