For a long time, emergency response services have been centralized. This
is in part due to the organization of the phone system, where the
numbers 112, 911, 999 or 000 are used, depending on where you are, to
get access to a centralized emergency services bureau, which then
dispatches localized teams based on the nature and location of the
situation.

This might be changing.

Socially we've been weened off having to deal with problems like this,
with many idly thinking that "oh the police will deal with it" or
whatever; but slowly I think there might be a resurgence in what the
authorities that be will undoubtedly start to call "emergency response
vigilanteism", but is in reality simply "crowdsourcing emergency services".

For this to be more effective than the current model, a lot of education
is required, as well as easier access to medical and firefighting
equipment, for example, and a lot of deregulation, e.g. of drugs.
